OARD will be appointed by Sec. HHS, report to Director, NIH. Supports OARD will develop and oversee the implementation of a scientifically justified budget for AIDS- Supports related research at NIH, and conduct evaluation of such programs. OARD, acting with advice of institutes, centers, and divisions of NIH, and in consultation with Supports the (new) advisory council, will develop and oversee implementation of a comprehensive, longrange plan for the conduct and supports of AIDS research by the institutes, centers, and divisions of NIH;, update the plan annually; determine balance;, prioritize;, specify broad short and long range objectives;, provide estimate of needed resources; evaluate sufficiency of existing programs, make recommendations for changes and necessary resource allocations. OARD shall establish coordinating groups for each discipline composed of reps from NIH and Supports extramural scientists to evaluate and assess, to advise on the strategic plan, and determine compliance with the plan. OARD shall act as the primary federal official with responsibility for overseeing all AIDS-related Supports research efforts at NIH; shall represent NIH AIDS program at relevant executive branch task forces and committees; shall maintain communications with all relevant PHS agencies and with various other federal departments to insure timely transmission of information concerning advances in research and treatment BUDGET CREATION: Supports A: (budgets) OARD shall, in accordance with strategic plan, and in consultation with the Council and based on budget requests and advice from the directors of the NIH Institutes, centers and divisions, prepare and submit directly to the President for review and transmittal to Congress, an annual, scientifically justified budget estimate for AIDS-related research conducted within the NIH (etc.), after reasonable opportunity for comment (but without change) by the Sec. HHS and Dir. NIH, which shall include the amount of funds required (as requested by the directors of institutes, etc. for: 1 Continued funding of the commitment base (ongoing program initiatives) at the sole discretion of the directors of such institutes, etc. 2 The funding of new and competing program initiatives through such institutes, etc. at the discretion of the OARD BUDGET DISBURSEMENT: Some B: (disbursement) OARD shall receive from the President and OMB directly all AIDS-related dispute research funds appropriated by Congress for transfer to, and obligation and expenditure by, the institutes, etc. in accordance with the budget (described above). C: Distribute AIDS research funding to institutes, etc. in accordance with the budget delineated under (1 and 2) above. DISCRETIONARY FUND Supports The Secretary shall ensure that not to exceed 25% of the funds available in excess of the amount of the baseline AIDS research spending during the previous fiscal year be made available to the OARD for establishment of an AIDS research discretionary fund, to fund: A: emergency AIDS research programs B: programs for the conduct of research aimed at filling gaps that exist in existing research programs C: Conduct conferences, convene committees, hold meetings or carry out other activist determined appropriate by the Director. Evaluate the effectiveness of this program no more than 5 years after its initiation, and provide a Supports report to Congress no more than 1 year after initiating the report.
