DR. KRIM: AN AGENDA ON AIDS (continued from page 6) research activities, identify gaps in knowledge, duplication of efforts, needs for resources or collaborative arrangements and promising leads. Strategic decisions, such as those regarding the balance between biomedical and behavioral research will also be made by the OAR., (v) The Director of the OAR will immediately have, in addition to its own budget, certain financial resources to be used at his/her discretion. We recommend that these resources should be approxi-, mately $150 million per year. (vi) Areas of research needing emphasis will be the object of special Requests For Proposals. Projects will undergo peer review and be funded through grants. Only when opportunities develop for the application of existing knowledge and technologies will funding be done through contracts. (vii) Within the first 100 days" of the next administration, the OAR Director will develop a supplemental HIV/AIDS research budget for F.Y.1993. Soon thereafter, he/she will develop a revised F.Y. 1994 budget to be submitted to the President, for submission to Congress. Once approved by the, Director of the National AIDS Program, the federal HIV/AIDS research budget will not be subject to cuts by either HHS or OMB. Support for HIV/AIDS research would, however, in future years, occur within the context of the growth of the NIH budget as a whole. (viii) We recommend that the Director of the OAR propose and the President immediately approve restoring $450 million cut from "professional judgment" budgets submitted by various NIH institutes for F.Y. 1993, plus approximately $150 million in discretionary funds for the OAR, as proposed under (v) above. (ix) We strongly recommend that a better coordinated and better funded research program on HIV/ AIDS not in any way damage or hamper the funding and orderly growth of other ongoing research efforts in other diseases. (x) Last but by no means least, we strongly recommend that the federal HIV/AIDS research program be fueled by, and based on, scientific evidence and ethical principles, and not political or even economic concerns. Indeed, there will be no greater cost to this nation than that of not being successful as soon as possible in controlling HIV/AIDS.
