SUBJECT: Request for Exemption to Army Regulation (AR) 70-6
1. Request for exemption to AR 70-6:
(First Extension) Request an exception to AR 70-6,
paragraph 2-3, Use of Research, Development, Test and Evaluation
Project Orders, to extend the obligation date.

Current Expiration/Performance Date: 30 Dec 94
Proposed Expiration/Performance Date Requested: 30 Sep 95
for period of obligation; 30 Sep 99 for period of performance.
Dollar amount applicable to the Proposed Expiration Date:
$7,800,000.00.
Original Planned Obligation Date: This effort is
Congressionally directed and was not contained in the original FY
94 obligation plan.
Revised Planned Obligation Date: On or before 30 September
1995.
Reason for Obligation/Performance Delay: Health Affairs has
directed the Command to fund several contracts that were slated
for funding with a special appropriation for GP-160 vaccine
research. Contracts total $7,800,000 and will be negotiated and
awarded within the next 180 days.
Plan for Obligation/Disbursement Accruals If Extension if
Approved: Following approval of the extension, obligation is
planned immediately upon negotiation of these extramural
contracts.
Impact on the Program if the Proposed Expiration Date is
Denied and Funds Withdrawn: Without these funds, the Infectious
Disease Research Program will not be able to comply with guidance
from Health Affairs regarding this Congressionally directed
research requirement.
