MEMORANDUM FOR RECORD
SUBJECT: Meeting on HIV with Dr. Mazzuchi 22 Dec 1994
1. Dr. Mazzuchi requested a meeting to discuss the response
to Dr. John Moore's letter of 20 December regarding the
funding of peer reviewed proposals for HIV vaccine therapy
(Encl 1). Attendees were Dr. Mazzuchi, COL Cirone, LTC Rauch
and COL Bancroft.
2. Dr. Mazzuchi stated it was decided to put $17M on the
research proposals. He agrees Dr. Moore may have
reinterpreted the meaning of his letter of 23 May (Encl 2)
3. COL Bancroft acknowledged that ASD(HA) has
Congressionally directed oversight on HIV research unlike any
other area of military infectious disease research. He
presented two memoranda presenting options for funding the
contracts and soliciting release of FY95 HIV funds currently
on withhold (Encl 3 and 4).
4. Dr. Mazzuchi stated there was no chance of getting Dr.
Deutsch to release the FY95 plus up, but there is no reason
not to release the funds in the President's Budget. He asked
for a written request to gain release of the budgeted funds.
He stressed the need to plan a program within the POM.
5. LTC Rauch will set up a meeting in January for COL Burke
to brief Dr. Joseph or ADM Martin on the HIV POM.
6. Impression: ASD(HA) had already made a decision to
respond to Dr. Moore's demand without concern of the impact
on the existing program.
7. RAD-1 Actions:
a. Request LTC Rauch for written decision from ASD(HA).
b. Halt distribution of any more HIV funds by USAMRMC
comptroller until plan for remainder of year is set.
c. Request Contract Officer to withdraw sufficient
funds from HMJF to fund a total of the top 10 proposals
considered in the peer review.
d. Brief BG Zatjchuk, COL McMeekin, COL Tyner ASAP.
