SUMMARY OFACTION: (Briefly describe purose, discussion/background and recommendation for the action.)
1. On 5 December 1994, BG Zajtchuk, COL Bancroft, COL Burke, and LTC Rauch met with Dr. Martin
to discuss his concerns that the HIV Program was not properly utilizing the special gpl60 appropriation of
FY 93 $20M.
2. Dr. Martin tasked the Command to show how it was utilizing these funds in compliance with the
guidance contained in his letter of 4 January.
3. We are instituting the following actions to comply with Dr. Martin's guidance.
a. We have withdrawn $4.0M from the FY 94 funding for the Jackson Foundation.
b. We will use the $4.0M to fund the three additional contracts identified as meritorious by the peer
review.
c. An internal review of the HIV Program has been initiated.
d. We are preparing justifications and a plan for a POM for the HIV Program.
4. The enclosed memorandum explains this to Dr. Martin. Recommend BG Zajtchuk sign the
memorandum.
