2 Thus, I hope that, like me, you will
3 wholeheartedly endorse the spirit, if not the letter,
4 of this particular law. Let me discuss briefly the
5 letter of this new law.
6 This particular amendment is unique in two
7 ways. First, the directive is written in law, not
8 just in report language, thus removing the opportunity
9 for discretion on the part of the Executive Branch.
10 Second, the appropriation bill requires that a
11 specific commercial product by name be tested. That's
12 where the NIH, and where all of you, come into play.
13 This meeting will initiate the process by
14 which the scientific merits of gp-160 will be
15 determined. Your task is to inject scientific
16 judgment where it was lacking and to provide an
17 objective assessment of gp-160 and of any other
18 candidate vaccines.
19 Your recommendations will provide the
20 basis for the report that I will submit to the
21 Congress. I hope to present your recommendations,
22 either in interim or final form, at the next meeting
