Addendum: Dr Vahey mentioned later in the day (Monday, 24 Aug) that Mr
Shepherd Smith had come into her office with LCOL Redfield about two
weeks earlier to discuss what HIV viral burden information should be
presented at the 5th NIH HIV Vaccine meeting. Shortly after Mr Smith and
LCOL Redfield walked out of Dr Vahey's office, Mr Smith returned by
himself to Dr Vahey's office to comment on the importance of including
the "control" (non-gpl60 recipients) patient viral burden data.
At approximately 1900 hours, 24 Aug 92, I saw COL Burke in the parking
lot outside the lab. I asked him whether Mr Shepherd Smith had any
medical, biological or scientific training or background. COL Burke said
that Mr Smith did not have any such training or background. I asked COL
Burke what Mr Smith does and what position Mr Smith holds in the
"Americans for a Sound AIDS Policy" ("A.S.A.P.") organization.
(Publications from this "A.S.A.P." organization have been in the WRAIR
Dept of Retroviral Research area). Col Burke said that Mr Smith was the
President of A.S.A.P.. I asked Col Burke what position LCOL Redfield held
in A.S.A.P. and COL Burke stated the title of the position LCOL Redfield had
in A.S.A.P.. I asked COL Burke if he held any positions in A.S.A.P. He replied
that he was on the executive committee of A.S.A.P. I told COL Burke that
Dr Vahey was planning to speak with him about the phone call she received
from Mr Smith earlier in the day. I told COL Burke that I did not want to
say anything to him about the phone call before Dr Vahey had the
opportunity to speak with him.
