19. Do you have any personal or family connections with Members of Congress or Congressional aides such that you are able to present your views on HIV research and request appropriated funds for the HIV program? Answer: No. I have some friends and neighbors who are congressional staffers but I have never used the friendship. 20. Does any member of your staff have such connections? Answer: None known. 21. Have Command personnel been involved in any lobbying efforts on behalf of ASAP? If so, what was the nature of that involvement? Answer: I'm an advocate for rationale public health. I have not been a lobbyist. 22. Do you know if any Command personnel were involved in any way with the $20 million appropriation for a clinical trial with gpl60, and if so, what was the nature of that involvement? Answer: No. 23. Do you know if LTC Redfield or Mr. Smith of ASAP contacted Mr. Long, the lobbyist for MicroGeneSys, or Senator Bennett Johnston (D-LA) about obtaining $20 million for gpl60 research? Answer: No 24. You stated that your statements in the Congressional hearings of 24 February 1992 concerning AIDS Research Opportunities were misinterpreted. What was the nature of the misinterpretation? Answer: See Exhibits L2 and L3. 25. In your statement to COL Dangerfield on 20 November 1992 you never stated whether you thought LTC Redfield purposely presented limited and incorrect data on 21 July 1992 at the Amsterdam meeting. You said LTC Redfield is a super salesman. Do you feel he rbuld have known not to present the gpl60 data? 26. Do you feel Mr. Smith of ASAP could have influenced or did influence LTC Redfield to present the preliminary data in a good light? Answer: No knowledge. 27. What are the scientific qualifications of Mr. Smith such that he could recommend to Congress vaccine therapy? Answer: Mr. Smith has no known scientific qualifications.
