[1991 Annual Report, Walter Reed Army Institute of Research]

.1 " 9. 9. 1 A YEAR OF ACCOMPLISHMENTS Dear Friend, Since 1987, ASAP has sought to educate a broad spectrum of the American public, articulating the need for America to respond to the HIV epidemic utilizing the fundamental principles of medicine. Our basic tenets of embracing early diagnosis, partner notification, a compassionate response, treatment development, and access to health care have remained unchanged since our inception. More and more people in this issue now utilize this approach. To that end, we have seen our ranks grow and initial start-up costs decline. In fact, we are on target to completely remove all past debt by the end of 1992. Additionally, we are rapidly expanding our volunteer and donor base and are continually adding experts to our advisory board, which will assure us a strong future. 1991 was a landmark year for ASAP, in that our role in the AIDS/HIV debate began to change from arguing a minority position of promoting a medical response to assuming a role of leadership on all fronts. It could best be described as a year of accomplishments. It also lays the foundation for the future which will see even greater expansion and influence. The year started with great activity, which continued throughout the year and concluded with a holiday season seeing ASAP serve a record number of children and families through our Children's Assistance Fund. As you will read in this report, ASAP activities and accomplishments ranged from helping churches develop AIDS/HIV policies and ministries, and schools adopt appropriate AIDS/HIV and sex education curriculus, to helping more families affected by HIV disease, and increasing ASAP state chapter activities. 1991 also saw ASAP produce a one-of-a-kind publication in the AIDS issue, A Guide to Fiscal Year 1991 Federal Funding for HIV Disease. This comprehensive 120-page book describes how monies are budgeted and spent, who decides how, and where one goes to access those dollars. This piece was found to be most useful within multicultural communities starting new local AIDS organizations. ASAP's influence spread overseas as well. In addition to missionaries and other groups from many Third World countries seeking sound AIDS/HIV information, ASAP was able to capitalize on its participation in the VII International AIDS conference in Florence, Italy. ASAP staff held meetings with financial leaders throughout Europe, setting the stage for ASAP investment seminars there in 1992.
