[1991 Annual Report, Walter Reed Army Institute of Research]
S.. The beginning point for an appropriate response to all aspects of dealing with HIV Diseaseincluding research-is a recommitment to studying, preventing, treating, reporting, educating, researching, and combatting HIV disease in its entirety. We can't report only AIDS, give benefits to only AIDS, listen to only AIDS activists, direct the bulk of our research dollars to end-stage AIDS, and expect to resolve the difficult problem of HIV disease. We must redirect our collective thinking and response to this epidemic.... W. Shepherd Smith, Jr. Testimony before the U.S. House of Representatives Subcommittee on Health of the Committee on Energy & Commerce, April 16, 1991
