DEPARTMENT OF THE ARMY U.S. ARMY MEDICAL RESEARCH AND DEVELOPMENT COMMAND FORT DETRICK, FREDERICK, MD 21702-5012 50 REPLY TO ATTENTION OF: SGRD-JA (15-6a) 11 March 1993 MEMORANDUM FOR COLONEL McCARTY SUBJECT: Suggestions on the Conduct of the ASAP Investigation 1. Read the statutes and regulations carefully. Of special concern is 18 USC 1913. For your convenience, I have also tabbed the report wherever there is relevant/significant evidence to your investigation. 2. Conduct interviews with the following: a. LTC Redfield (in person). b. COL Burke (in person). c. Shepherd Smith (in person/phone). d. Vahey (in person). e. Dan Lucey (phone). f. Any individuals in a position to have directly observed interaction between Command personnel and ASAP personnel. 3. I would gather evidence about the ASAP organization first, such as their charter, brochures describing their organization, newsletters put out by ASAP, etc. This can be done by calling the organization directly. I would also obtain the Vahey and Lucey memoranda, probably from Colonel Dangerfield. Then I would interview all on the same day. Lieutenant Colonel Redfield (in person), COL Burke (in person), and Mr. Shepherd Smith (in person, if possible, but phone okay). I would explain to LTC Redfield and COL Burke that you are focusing only on their relationship with ASAP. I would ask questions of each of them based on the evidence you've acquired up until that time, making your questions as specific as possible. I suggest the following questions be asked of both COL Burke and LTC Redfield: a. What is your understanding of the charter of ASAP? b.
