MEMORANDUM FOR Colonel Garland E. McCarty, U.S. Army Medical

SUBJECT: Appointment of Investigating Officer
1. You are hereby appointed as an Investigating Officer pursuant
to Army Regulation 15-6 to continue an informal investigation.
You should investigate the facts and circumstances surrounding
the participation of personnel in the Retrovirology Division at
Walter Reed Army Institute of Research in an organization known
as "Americans for a Sound AIDS Policy" (ASAP). You should
determine whether or not any Command personnel acted in violation
of Federal statutes or regulations.
2. Enclosed are reference materials and evidence collected to
date that will assist you in completing the investigation. After
obtaining a grasp of the statutory and regulatory provisions
provided, you should expeditiously conduct your investigation.
At a minimum, your investigation should address the following in
addition to any other matters which may arise during the conduct
of your investigation:
a. What is the nature of, or charter for, ASAP, i.e., does
it have articles of incorporation, bylaws? Does its mission
include lobbying Congress?
b. What is the role of the "Scientific Advisory Board" and
the "Executive Committee" of ASAP?
c. Have Command personnel served as officers or members of
ASAP and, if so, in what specific capacity?
d. Have Command personnel been involved in activities on
behalf of ASAP which are inconsistent with their Government
employment?
e. Were Command personnel involved in any way with the
$20,000,000.00 appropriation for a clinical trial with gpl60, and
if so, what was the nature of that involvement?
