Dear Mr. Chairaan:
Pursuant to the ninth proviso of the first paragraph of Title
IV of the Department of Defense Appropriations Act, 1993, Pub. L.
102-396, the Secretary of Defense, The Director of the National
Institutes of Health, and commissioner of Food and Drugs hereby
certify that a large scale Phase III clinical investigation of
the GP-160 vac pine should not proceed. The reason is that,
although GP-16Q has potential as an Acquired Immune Deficiency
Syndrome vaccine, a large scale Phase III clinical investigation
is premature at this time. Moreover, in the future, when
clinical trials are conducted, GP-160 should be tested only in
comparative trials with other potential vaccines.
A similar latter has been sent to the Chairman, Senate
Appropriations Committee.
