Who from that office spoke with Clarey and/or his partner John O'Shaughnessy? In late spring 1992, Ms. Katherine Railey, then Deputy Assistant Secretary of Defense for Health Budgets and Programs in the Office of the Assistant Secretary of Defense for Health Affairs, agreed to a meeting requested by Mr. Clarey. Mr. Clarey, Mr. O'Shaughnessey. Mr. Volvovitz of MicroGeneSys, and former Senator Long attended the meeting. Ms. Railey was the only participant from the Defense Department. During the meeting, Mr. Volvovitz took the opportunity to share the nature of research that the Army had been conducting on gp 160 and to mention the company's interest in expanding its research efforts. Ms. Railey explained that the President's FY 93 budget had been subjhmitted and that the Department would not support any increase in the Presideni's request for DoD medical research. There were no discussions of---nor would Ms Railey have been in a position to discuss-- the scientific merit of the MicroGeneSys research or the appropriateness of including the expanded trials in the budget The meeting lasted 20 - 30 minutes. Ms. Railey had no subsequent contacts with MroGeneSys or representatives of the Congress on this matter. If such discussions took place, what was their nature? No. Did anyone in that office speak with anyone from Congress or congressionat staff about the matter? If so, what was said by both parties? ANSWER: QUESTION: ANSWER: No Is DoD planning to investigate (or already investigating) this matter on any level, including the Army9 If so, what does/will the investigation entail, who investigated it, and what i the purpose?9 We are not a ware of any investigation on the passage of the amendment pertaining to HIV research by the Office of the Secretary of Defense.
