[Letter to John P. Moore from Rick Loftus]
'I.'KT ) '9? [:FC1, lFP? F'. 1 FAX DATE: 10/ /93 TO: John Moore FROM: Rick Loftus CC: RE: gpl60 NO. OF PAGES j Hi John. Thanks for the note. According to Derek Hodel of AIDS Action, the Kennedy amendment is now going to closely resemble the Waxman amendment, to avoid putting the appropriation back into c0mmittee. If the two versions of the bill are the same or are close, there is no need to risk a hostile conference with L.ivinston and other good ol'boys. We expect, therefore, to have the Kennedy amendment in the next 4 days. A full Congressional vote on the military FY1993 appropriation will happen before October 21 and perhaps as soon as the 15th_ I am optimistic that we will get the amendment through the Senate, and that the 3 agencies named will indeed hold up the single product trial. (Kennedy will add language to the report on the Senate version of the legislation to press for putting the funds into basic science.) On the other side of the scandal: A little birdie just leaked me some memos from the Jackson foundation regarding everyone's favorite immunogen. At least one patient in the Phase 2 study had a precipitous decline in CD4's (83% loss in 14 months). The trial MD states clearly in her memo to Redfield that she believes the vaccine is responsible. There may have been one more person who suffered similar effects, but the Army changes patient numbers once they exclude someone from a trial, so identities become muddled. Of course, none of these patients appeared in the Amsterdam presentation, or in any presentation or write up. I know that many reporters have seen this data.- Why aren't they exposing the potential dangers of this vaccine? I will be in touch early next week reo long-term survivor study issue. 11111 55 III 11111 11110446.009 iii 1111 1 5571095.0446.009
