A Consensus Statement by the Extrautral Members
of the NIH/FDA gpl60 Advisory Panel
As researchers and AIDS advocates who served on the NIFDA gp 160 advisory panel, we find that the
sciendfic evidence to date does not yet justity Federal suppnrt for a large phase In study of either one or
several candidate HIV therapeutic vaccines. We therefore recommend that the Congress clarify its
legislative intent to allow the Army to distribute $20 million appropriation from fall 1992 ina program of
Svnstgator-initiated _ ah.nts awarded under the guidance of an exrert, objective peer moview

vaccines, we recommended public funds be prohibited from being spent on purchasing vaccine for such a
trial, and that the total publicly supporte cost of such a trial not ccccd $20 million.
