We therefore recommend that the Congress clarify its legislative intent to allow the Army to distribute the $20 million appropriation from fall 1992 in a program of investigatorinitiated AIDS research grants awarded under the guidance of an expert, objective peer review committee to be commissioned by the Department of Defense. We recommend further that these awards be open to basic, clinical, therapeutic, vaccine, arid behavioral AIDS researchers without further limitation. In the event that new scientific evidence emerges to support a large-scale clinical trial of HIV therapeutic vaccines, we recommended public funds be prohibited from being spent on purchasing vaccine for such a trial, and that the total publ.ically supported cost of such a trial not exceed $20 million, Yours twruly, Charles C.J.
