Subject: Reply by Drs. Zagury and Picard to OPRR's
Interim Report on the National Institutes of
Health Intramural Research Program
On July 3, the Office for Protection from Research Risks
presented its interim report detailing "Findings and Required
Actions Regarding Investigation of Noncompliance with HHS
Regulations for the Protection of Human Research Subjects
Involving the National Institutes of Health Intramural Research
Program." The report included as Attachment G a preliminary
response from Drs. Zagury and Picard to whom it was provided for
review on May 31. Drs. Zagury and Picard indicated that they
would forward a more detailed reply to OPRR by July 15.
Attached is the July 15 "Reply by Professor D. Zagury and
Dr. 0. Picard to OPRR Memorandum." Although the reply itself is
in English, the cover letters and some attachments are in French.
Translations of these French documents have been provided by the
NIH Library Translation Unit.
Dr. Zagury has requested that his reply accompany any release of
the OPRR report under the Freedom of Information Act..g111 amflommel, Jr.,.D.
