As soon as Dr. Moss learned (arounid 20 December 1986) that viral
cultures grown from hils recombinant (strain WR) had been used for this
Franco-Zairian program. he asked us to make no further usc of this
material on human esubjccts. His request was conscientiously respecixd and
since that date no humari subject has received this product.
Howe-,ver, in collahoration with a French vaccine specialist a
recombinant virus has been developed and produced in the laboratory
since huniar-v 1987, us3ing the miethod of Dr. Moss publishe%1*d in 1986 'in the
journal A~iu,'c. IL iq. with Lhe French recombinant vaccinja (strain Lister)
sht7ince Janury 1 987, all vaccine trials in iaire and in France hav%,e boon
con-ducted (Projects A. B, C and G of thc O.P.R.R. memorandum, which
clearly do not corrcspond to any Amrericano-Francu-Zau ian collaboration
inivulving tht N.I.H.). Thie N.I.H has its owni programme in Zaire (the AIDS
