NCI Clinical Research Subpanel Review of Proposal Submitted by

The Office for Protection from Research Risks (OPRR) has recently
been involved in an assessment of the extent to which NTH staff have
and may continue to be collaborating in AIDS vaccine research involving
human subjects which is being carried out in Paris, France and Kinshasa,
Zaire.
Dr. Maryann Roper, Acting Deputy Director, NCI has advised us that NCI
investigators who are associated with this researcn have proposed to
continue their involvement through in vitro studies utilizing blood
samples taken from research subjects. A request for approval for these
studies has been submitted to the 1C1 Clinical Resea rch Subpanel (Attached).
Our understanding of these proposed studies and their relationship to
the NIH vis-a-vis appropriate protections of human subjects would be
r-sasureably enhanced by receipt of the minutes of the NCI Subpanel
meeting(s) where this matter was considered.
Your cooperation will be most appreciated in providing OPR with a copy
of these minutes as soon as possible.
