Dear Dr. Ruran:
The Single Project Assurance that was recently submitted to this office for the
collaborative project on recombinant vaccine/HIV active immunotherapy for AIDS
patients between Drs. Daniel Zagury and Bernard Moss, has been reviewed and
approved. A copy of the final signed Assurance is enclosed.
The identification number of this Assurance is important and will be required in
certain HHS forms (e.g., PHS-2590) and correspondence relating to the current
period of project support. Under tiis Assurance, your Institutional Review Board
(IRB) is recognized as the responsible IRB for fulfilling, in part, the
requirements of 45 CFR 46.
Noncompeting continuations or extensions will require certification of a new IRB
review. This should be sent directly to the funding agency. An application for
new or competing continuation support in whigch human subjects are involved will
require a new and separate Assurance, unless the activity is exempt under section
46.101(b).
During the period of HHS support, this office must be advised of institutional
sponsorship that would affect this Assurance.
While the accepted Assurance indicates compliance with HHS regulations (45 CFR 46),
there might be local or state laws which your institution will need to consider,
particularly in the area of informed consent.
