may or may not be aware, it has been very difficult for me to
find anyone in the U.S. Congress who can precisely explain the
genesis of this legislation and the reasoning behind it. Because
of your obvious interest in the appropriation, I think you would
do the public a great service by explaining the details of your
support for this legislation, including the specific scientific
information and experts you relied on, and the role played by
former Sen. Russell Long.
