Dear Dr. Chevit,
I am writinq a story for the next issue of Science maqazine about
Dr. Daniel Zagury and the recent rulinq by the Conseil Reqional
de l'Ordre National des Medecins. I thouqht you miqht be able to
answer a few basic questions.
1. I have a translation of the report, but unfortunately there is
no date on it. Do you know when it was issued?
2. The report makes reference to a 6/20/91 complaint brouqht by
the Minister of Health to the Conseil. What, specifically, did
this complaint say?
3. How would you describe the Conseil Regional de l'Ordre
National des Medecins? Assuminq that it is the regional branch,
is their a hiqher authority? What is its relationship to the
Minister of Health?
4. What do articles 18 and 19 of the Deontoloqy code say?
5. If the Conseil had found that Zaqury had violated these
articles, what could have happened to him? Could he have been
barred from practicinq medicine? Conducting clinical trials?
6. The Conseil report references a 22 May 1991 report by the
Inspection Generale de l'Assistance Publique and a 14 June 1991
report by the Agence Nationale de Recherche sur le Sida. What is
the relationship of these two bodies to the Conseil? Are they
part of the government? I have read the 14 June "ANRS" report. Do
you have the 22 May report? Can you fax it to me or, if not,
summarize it?
