The crisis in human resources capacity is one of the most
significant barriers to scale up of HIV-related services. KC
2 will engage delegates in dialogues about how to address
HR issues with a focus on expanding the involvement of
community-based individuals in the provision of services
and policy issues that require attention from governments,
multilateral agencies and donors.
