r \ Joint United Notions Programme on HIV/AiDS UNAIDS - UNICEF * UNDP * UNFPA * UNDCP UNESCO * WHO * WORLD BANK Debt-for-AIDS Activity Update: July, Durban2000 In 1999, UNAIDS launched the International Partnership Against AIDS in Africa (IPAA) to assist African nations to implement large-scale, sustained, and effective national responses to HIV/AIDS. One critical element of the IPAA is to mobilize resources at the country-level to support implementation. To this end, partners are being mobilized to expand the resource envelope and political commitment to combat HIV/AIDS by mainstreaming HIV/AIDS into Poverty Reduction Strategy Papers (PRSPs) and the Highly Indebted Poor Country Initiative (HIPC) debt relief mechanisms in Africa. COUNTRY ACTIONS UGANDA: This year, the Government of Uganda allocated an additional $750,000 USD to strengthen the Uganda AIDS Commission using the budgetary saving from HIPC debt relief. An additional $2.25 million USD is being proposed to scale-up nationally the District Response Initiative; TANZANIA: As part of the HIPC negotiations, the Government of _Tanzania agreed to implement an aggressive HIV/AIDS action-oriented awareness campaign in 75%/ of districts during this year. ZAMBIA/MALAWI: The interim Poverty Reduction Strategy Papers _o that are under development in Zambia and Malawi have identified HIV/AIDS asa major priority, laying the groundwork for HIPCedebt ___ relief to support the scaling-up of HIV/AIDS interventions. The __o Government of Japan has agreed to program up to 50% of the resources under its, "Grant Relief Debt Mechanism" for HIV/AIDS _ programs in Malawi and Zambia. Once implemented, an additional $2.4 million for Zambia, and up to $6 million USD this year will __ become available. MOZAMBIQUE: The Government of Mozambique has stated their intention to use approximately 15% of the budgetary savings from HIPC debt relief for HIV/AIDS programmes; BURKINA FASO: The Government of Burkina Faso is committing debt relief resources to HIV/AIDS as part of the HIPC negotiations; NIGERIA: Partners are supporting the Government of Nigeria efforts to build specific HIV/AIDS goals and progress indicators into the interim PRSP; MAURITANIA: The HIPC decision point document includes an indicator for monitoring national HIV/AIDS prevalence.
