BUILDING RELATIONSHIPS CONSTRUIRE DES RELATIONS ESTABLECIMIENTO DE RELACIONES Whether it is across the world, between countries or within communities, Building Relationships relies on making contact. Communication, whether by letter, telephone or face to face, is essential if people are to understand one another; and understanding is essential if people are to live in harmony and work together for a better future. For children living in poverty and squalor, the development of that understanding both within their own communities and wider afield means that they can actively participate in developing that future for themselves. ECUADOR In Guasmo on the outskirts of Guayaquil city in Ecuador, 15 year-old Elvia Patino is one of some 450 children who are actively changing their lives and showing others how to change theirs. Her motivation is simple: "We are worth investing in," she says, "and we are tired of living in garbage." She is standing in front of a 22 huge, rat-infested garbage heap wearing a plastic sunflower in her hair. Guasmo is a shanty town built on landfill. It is home to the hundreds of families who came here looking for a better life but instead found poverty. It has a reputation for violence, the health and education facilities are inadequate and there is little in the way of drainage or sewage control. A child could almost lose hope here...but not quite. Elvia is a leader of one of the 30 (18 new ones in 1999) Children's Governments organised by the children and supported by PLAN. Here they set out their own vision and plans for a constructive future for themselves and their communities. Whereas before they might simply have walked the streets, today they are respected and their views are listened to. They are actively involved in their communities and the plans they develop form the basis for PLAN's interventions. From planting trees and raising the funds for a day-care centre to ecological clubs, their activities are having a real and positive impact on their lives. Recently, the children have become involved in community radio projects such as Aqui los Chicos (Here are the kids) in Daule. Broadcast on national radio once a week, the program is researched, scripted and broadcast by the children and covers topics from music to child rights and teenage sexual health to football. There is even a live phone-in and the children receive letters from all over Ecuador. Qu'elle se fasse par lettre, telephone ou face-a-face, la communication est essentielle si les individus veulent se comprendre; et il est essentiel de se comprendre si I'on veut vivre en harmonie et travailler ensemble a un meilleur avenir. Pour les enfants qui vivent dans la pauvrete et la misere, cette comprehension, a la fois dans leurs propres communautes et au-dela, signifie qu'ils peuvent participer activement a la construction de leur propre futur. EQUATEUR A Guasmo, dans la banlieue de Guayaquil en Equateur, Elvia Patino, I15 ans, est I'un des quelques 450 enfants qui sont en train de changer activement leurs vies et de montrer aux autres comment changer les leurs. Sa motivation est simple: "Nous m6ritons un investissement", dit-elle, "et nous en avons assez de vivre dans les ordures". Elle se tient devant un enorme tas d'ordures infest& de rats et porte un tournesol en plastique dans les cheveux. Guasmo est un bidonville construit sur une decharge. 11 abrite les centaines de families venues ici en quote d'une vie meilleure mais qui n'ont trouve que la pauvrete.& 11 traTne une reputation de violence, les installations sanitaires et scolaires sont insuffisantes et il n'y a pratiquement ni 6gouts ni surveillance des evacuations de vidanges. Un enfant pourrait presque perdre espoir ici... mais pas tout-a-fait. Elvia est le chef de I'un des 30 Gouvernements d'Enfants (18 nouveaux en 1999) mis sur pied par les enfants et aides par PLAN. Is y expriment leurs propres visions et plans pour un avenir constructif, pour eux et pour leurs communautes. Alors qu'avant ils auraient simplement traine dans les rues, ils sont aujourd'hui respectes et on les &coute. Its jouent un r6le actif au sein de leurs communautes et les plans qu'ils elaborent forment la base des interventions de PLAN. Depuis la plantation d'arbres et la collecte de fonds pour une creche jusqu'aux clubs ecologiques, leurs activites ont un effet reel et positif sur leurs vies. Les enfants se sont recemment impliques dans des projets radiophoniques de communautes tels que Aqui los Chicos (Voici les enfants) a Daule. Ce programme, diffuse sur le reseau national une fois par semaine, est prepare, crit et diffus6 par les enfants et traite de sujets allant de la musique aux droits des enfants en passant par la sante sexuelle des adolescents et le football. 11 y a meme une ligne ouverte en direct et les enfants recoivent des lettres de tout le pays. Ya sea a traves del mundo, entre paises o dentro de las comunidades, el Establecimiento de Relaciones se basa en hacer contactos. La comunicaci6n, ya sea por carta, telefono o cara a cara, es esencial para que la gente se entienda entre ella: la comprensi6n es fundamental si las gentes quieren vivir en armonia y trabajar juntas para un futuro mejor. Para los nirios que viven en la pobreza y la miseria, el desarrollar esa comprensi6n, tanto dentro de sus comunidades como mas alla de ellas, significa que puedan participar activamente en el planeamiento de su propio futuro.
