2. July-November 2000: Develop a detailed Action Plan (with specific activities, indicators, and budget) in close consultation with all relevant stakeholders. 3. December 2000 or early 2001: Present the Plan of Action to the donor community and to the international collaborators, for technical and financial support. 4. During the process The Nairobi Declaration: An African Appeal for an HIV Vaccine will be used to seek political support from relevant agencies and bodies.
