By March 1990 (following an investigation by the Romanian Ministry of Health [MOH] in collaboration with WHO), an additional 409 cases had been reported (478 cumulative cases). Because most cases occurred in infants and young children and because diagnostic capabilities were limited, the Romanian MOH adopted a modification of the WHO Bangui clinical case definition (reported cases must have serologic evidence of HIV infection) for use in AIDS surveillance (2,3). These 409 cases subsequently were reclassified according to the WHO/CDC AIDS case definition used in the European Region and integrated in the European AIDS surveillance data in this report. 134
