A Guide to Fiscal Year 1991 Federal Funding for HIV Disease: How Dollars are Spent How to Access Them

ETC- Education Training Centers operated by HRSA to provide training to health-care professionals on a variety of relevant issues, including AIDS/HIV. Extramural Funding--Monies used to finance projects or programs carried out by non-Federalgovernment organizations or staff. This money is most often awarded in the form of grants or contracts. Fiscal Year (FY)-A 12-month accounting period, which for the Federal Government runs from October 1 of one calendar year to September 30 of the next. Monies appropriated for any given fiscal year must be spent by the last day of that fiscal year. Grant-The transfer of money by the Federal Government to most often a non-profit organization for the performance of specific tasks to be performed over a specific time period. Grantees (those receiving grants) share in structuring actual programs or projects by submitting proposals to government agencies. Immunology-The study of the immune system, how it responds to foreign agents, and how it works. Intervention strategies -Programs designed to interrupt or stop the spread of disease. These could be in the form of education programs, or such traditional public health strategies as partner notification. Intramural Funding - Monies spent by the Federal Government internally for staff, operating expenses, travel, supplies, programs, research, etc. KABB survey - Knowledge, Attitude, Behavior and Beliefs surveys conducted by various Federal agencies at specified time intervals to measure changes in these four areas. Also called Knowledge, Attitude, and Behavior surveys. Legislative intent-When Congress appropriates money for specific programs or projects it is done through an agreed-upon budget. Committees often report how they feel or intend the money should actually be spent. Committee report language is not legally binding, but is often followed closely by those receiving the funding. Legislative language-This is the actual wording contained in items passed (approved by a majority) by the legislature-the United States Congress. Legislative language in a budget has the weight of law and must be followed. Morbidity- This relates to disease. Said another way, it reflects the health of a person or a population. Mortality-This refers to death-either of an individual or the rate of death in a given population. President's Budget- This is what the President must submit to Congress each year containing a spending and revenue plan. It takes literally several years to develop a budget for any given fiscal year. Sub-acute care- Services or care provide to people who are not critically of chronically ill. Such care can be provided by trained volunteers. Surveillance-In reference to sexually transmitted diseases such as HIV, it is the close monitoring of disease progression in the population. ~1991 ASAP Reproduction By Permission Only 97 ~1991 ASAP Reproduction By Permission Only 97
