A Guide to Fiscal Year 1991 Federal Funding for HIV Disease: How Dollars are Spent How to Access Them

ARTA- America Responds to AIDS public service campaign run by the National AIDS Information and Education Program of the Centers for Disease Control. Appropriated funds -Money set aside by Congress to be spent in the following fiscal year for specified projects or programs. Appropriations Committee-The actual committee designated in the House of Representatives and the Senate with responsibility to give final approval to fund designated programs. Authorized funds-Money which the Congress initially allocates for needed projects or programs. Until this money is appropriated it cannot be spent. Biomedical research-The application to, or use of, living organisms and subsequent effect on vital physical processes in improving medical treatments for people. Budget reconciliation-One of the last stages in the budget process whereby spending limits and funding requirements are matched within specific government agencies and departments. Budget resolution-The first action taken by Congress on a new budget's legislative journey. This is an initial approval of spending limits and guidelines for a broad range of projects or programs. CARE Bill-The Comprehensive AIDS Resources Emergency Act enacted by Congress in late 1990, which established four Title programs designed to fund the geographic areas of the nation and segments of the population most heavily impacted by the AIDS epidemic. This is also known as the Ryan White legislation. CBO- Community-based organization; any service-providing organization helping people with AIDS cope with living or dying. Such groups may be of a religious nature. Chronic disease-Any illness marked by a long duration and recurring medical problems. AIDS/HIV originally was often referred to as a terminal or fatal disease, and is most often now deemed a chronic disease. CIOs-Center, Institute, or Office; branches within agencies which have specifically defined goals and objectives. This term is used by the CDC. Conference Committee-A joint committee between the House of Representatives and the Senate established to resolve differences on specific bills passed by each body of Congress. Confidentiality--Keeping information secret. In respect to AIDS/HIV this refers to either not allowing anyone to know one's HIV status, or entrusting this information to others who will not disclose to anyone who doesn't need to know. Contract-An agreement between the government and an individual or organization to perform a specific work order, job, or function for a specified amount of money. This work is designed and specified by the government, versus a grant which is most often designed by the non-government party. Demonstration Project-A first-of-a-kind project funded by the government in hopes of demonstrating to others how to educate, deliver services, or establish new research methodologies. Such projects, when proven successful, are often replicated by others. Epidemiology--The study of the spread, location, and control of disease. Most epidemiologic data gathered has been on end-stage disease, AIDS-much less on HIV in the asymptomatic state (people infected who show no symptoms). 96 Reproduction By Permission Only ~1991 ASAP 96 Reproduction By Permission Only ~1991 ASAP
