AlTION-AL CMt1llmSSIU N AlCUl-IlUilRD VilUL DICINC 1iVIYDUIVMI In October 1988 Congress passed an omnibus health bill which established a 15-member bipartisan National Commission on Acquired Immune Deficiency Syndrome, known as the National AIDS Commission. The Commission's purpose, outlined by Congress, is "promoting the development of a national consensus on policy concerning AIDS and studying and making recommendations for a consistent national AIDS policy." The initial legislation established the Commission for a two-year term. Hearings have been conducted by the group related to a range of AIDS/HIV issues, including such topics as: pediatric AIDS; drug and treatment research; AIDS and substance abuse; AIDS/HIV and the workplace; AIDS/HIV in the African American and Hispanic communities; and the epidemic in rural America. In addition the Commission has conducted numerous site visits to view AIDS/HIV community-based service efforts first-hand. In FY '91 the Commission budget is $2,928,000. This program is known as the Combined Federal Campaign (CFC) and is open to national and local IRS designated 501(c)(3) organizations. The OPM issues a standard application form and schedule of deadlines annually. Application forms are generally available in January for each year's campaign.
