0 Ul f-A 0 The Office of Civil Rights (OCR) in the Office of the Secretary of DHHS investigates claims of AIDSrelated discrimination in DHHS-conducted programs and activities. $3,365,000 are appropriated for OCR HIVrelated activity in FY '91. This amount includes the portion of administrative and direct costs involved in handling the portion of compliance activity that relates to HIV. OCR conducts reviews and investigations related to Section 504 of the Rehabilitation Act as it relates to AIDS. A portion of this activity would involve investigating complaints alleging discrimination by providers who receive Medicaid or Medicare Hospital Insurance payments. No portion of this money is spent extramurally.,UMMARY Table 3.K provides a comprehensive and historical look at DHHS HIV funding since 1982. This overview, in conjunction with the program descriptions provided, will enable you to identify funding trends and priorities. Although the figure lists the President's FY '92 budget figures, these will be adjusted as the FY '92 budget process proceeds according to a similar timeline enumerated earlier. In addition, a recent announcement by DHHS Secretary Louis W. Sullivan about consolidating children's programs will result in possible structural changes and reallocation of funds for FY '92.
