National AIDS Program Office The National AIDS Program Office (NAPO) is the coordinating office for PHS-wide AIDS/HIV prevention and control programs and activities. NAPO advises the Assistant Secretary for Health (ASH) on policy and priorities, is involved in planning and evaluation of existing programs, and spearheads strategy for future direction of AIDS/HIV activities within PHS. In addition, NAPO is a liaison to other Federal agencies, CBOs, state and local governments, and others involved in AIDS/HIV. NAPO provides leadership for intra-agency conferences and study committees, as well as initial funding for such programs as the National AIDS Commission, the 1989 National Conference on HIV Infection and AIDS Among Racial and Ethnic Populations, and training conferences for health care professionals. NAPO also provides staff support for interagency groups such as the PHS HIV Leadership Group, PHS Executive Task Force on AIDS, and the PHS Federal Coordinating Committee on the HIV Epidemic. Many of NAPO's efforts can be characterized as trailblazing, focused on identifying gaps in the services, research, and programs of PHS, thus setting the agenda for future national direction on the issue. NAPO staff also provides technical assistance to others involved in the issue. NAPO's FY '91 HIV budget is $3,709,000. Although a percentage of that money will be spent extramurally, it will not be directed at competitive grants or contracts. These monies largely fund activities that arise out of the unserviced needs identified during the fiscal year. Washington, DC 20201 202/245-0471 Office of Minority Health The Office of Minority Health (OMH) works closely with PHS agencies and other components of DHHS to advocate for minority health concerns in relationship to AIDS/HIV programs and policies. OMH activities are directed primarily at education and preventive services activities. Of the OMH FY '91 $4,449,000 HIV budget, $2,300,000 will be focused on extramural grants, and $2,149,000 on publishing reports from the 1989 National Conference on HIV Infection and AIDS Among Racial and Ethnic Populations and on seven regional conferences. OMH extramural grant funding is currently focused on Minority Community Health Coalition Demonstration Projects. Grants awarded under this program are intended to support projects which demonstrate methods of developing community health coalitions that can effectively promote disease risk factor reduction among minority populations. Critical components of these projects are: the coalition, the intervention strategy, and the target population. AIDS/HIV is one of eight disease areas funded by this program. OMH anticipates additional grant programs which can include AIDS/HIV in their venue. One focusing on minority education and prevention may be issued in FY '91. A second on community outreach services targeting minority men is anticipated in FY '92.
