A Guide to Fiscal Year 1991 Federal Funding for HIV Disease: How Dollars are Spent How to Access Them

Dear Reader, The Federal Government is the largest spender on AIDS and HIV in the world. Knowing how monies are appropriated and spent is important to not only those working in the AIDS arena of care, treatment, research, education and prevention, but to those who fund the issue, as well-both in government and the private sector. This document should give a comprehensive overview of where dollars go, for what purposes, and who is eligible to receive them. Why has ASAP undertaken the publishing of this information? In March of 1988, when testifying before the President's Commission on the Human Immunodeficiency Virus Epidemic, I was asked what was the single most important thing that could be done for community-based AIDS organizations (CBOs) regarding funding in relationship to the Federal Government. My suggestion was that someone should develop a guide to help CBOs understand what departments or agencies funded projects and how to access them. Today, three years later, we still see the need for such a guide and decided to develop it ourselves. It was not many years ago that we didn't know a block grant from a cooperative agreement, or what a request for proposal (RFP in bureaucratic jargon) was. We have also learned that appropriated money is very different from authorized money (one can be spent and one cannot). It seemed to us that a single source of this kind of information would help shorten the learning curve for others. This funding guide is designed to help unravel the mysteries of Federal HIV funding. Beyond that, it is written in laymen's language to explain what departments or agencies spend money on AIDS and HIV, which ones give grants or assistance, and how to find those dollars quickly. A complete glossary of terms and abbreviations is included so readers can translate unfamiliar language into English. In the process of contacting all Federal departments and agencies to put this material together, we received extraordinary help from many to whom we are indebted. From Dr. James Mason, Assistant Secretary of Health (ASH); and Dr. James Allen, Director of the National AIDS Program Office (NAPO); to Dr. Gary Noble at the Centers for Disease Control (CDC); Dr. William Raub at the National Institutes of Health (NIH); Mr. Don Poppke in the Assistant Secretary of the Department of Health and Human Services Office of Management and Budget (ASMB), and many, many more. Our special thanks to them and their staff personnel who extended the utmost cooperation in helping make this publication a reality. Any errors found will be quickly corrected and we would appreciate knowing about any you discover. This issue moves quickly as do some of the programs and listed grants.
