Goal 3 programs focus on developing prevention technologies and promoting scientific knowledge in public policy and public health practice, including: assessing the quality of performance of laboratories that test for HIV infection through a performance evaluation program; developing and implementing a laboratory information exchange system (electronic bulletin board) for rapid communication between CDC and HIV testing laboratories for identification and resolution of testing problems, HIV testing information updates, and access to AIDS/HIV-related information; implementing the evaluation of retroviral and AIDS-related laboratory testing by assessing the performance of laboratories that perform T-lymphocyte immunophenotyping (TLI); conducting research to identify barriers to high quality HIV-antibody testing in the preanalytic and postanalytic steps of the testing process; revising guidelines for HIV counseling and testing in health-care facilities (in conjunction with CPS and CID); training health-care workers who provide laboratory services that support HIV-prevention activities; and providing training in HIV-1 antibody detection and Western blot interpretation to ensure test quality. PHPPO activities related to Goal 4 are focused on strengthening local, regional, national and international prevention capacities to fight the AIDS/HIV pandemic, including: collaborating with the Association of State and Territorial Public Health Laboratory Directors in assessing the performance of laboratories that test for HIV infection by providing each State Director aggregate reports of the results of the laboratories in their state that are participating in the CDC performance evaluation program; sponsoring or co-sponsoring national and regional workshops and conferences to encourage information exchange and planning appropriate future strategies; providing scientific, managerial, and technical assistance to the WHO, PAHO, other countries, and other international organizations; developing and conducting an international course in applied epidemiology of AIDS/HIV (in conjunction with CID, NAIEP, and CPS); sponsoring or co-sponsoring international workshops and conferences with multilateral/bilateral agencies to exchange information and plan appropriate future strategies. Hearn, M.S. 404/639-2137 Office of the Deputy Director/HIV The Office of the Deputy Director/HIV (ODD/HIV) for the CDC directs and oversees all activities and programs related to CDC's four AIDS/HIV-related operational goals, and serves as a liaison to other organizations and agencies on related issues, such as the National Academy of Sciences. In addition to overseeing AIDS/HIV-related activities conducted by CDC's various centers and offices, ODD/HIV maintains staff positions in the areas of operations, evaluation, minority HIV policy, science, behavioral science, and substance abuse and HIV infection. The ODD/HIV appropriated FY 1991 AIDS/HIV budget is $5,000,000. None of the ODD/HIV FY '91 HIV budget will be spent extramurally. NIOSH FY 1991 appropriated AIDS/HIV funding is $3,098,960. NIOSH programs relate to three of CDC's four AIDS/HIV goals. NIOSH Goal 1-related activities are focused on epidemiologic and laboratory-based investigations: conducting studies of behavioral and biologic transmission factors, including studies of occupational infection control practices and the effectiveness of personal protective equipment (in conjunction with CID).
