NAIEP activities related to Goal 3 focus on developing prevention technologies and promoting scientific knowledge in public policy and publichealth practice, including: assessing techniques and instruments for formative and outcome evaluation of health communication efforts; developing guidelines and standards for state and local health communications systems and for community education programs; developing risk-assessment guidelines for people at high or low risk of HIV infection; and developing evaluation guidelines and providing technical assistance for community- and individuallevel behavioral HIV-prevention interventions (in conjunction with CPS). NAIEP Goal 4-related programs are designed to build local, regional, national and international prevention capacities for fighting the AIDS/HIV pandemic, including: promoting joint planning, collaboration, and technical assistance among health departments, leadership of minority communities, and minority and other CBOs (in conjunction with CPS); providing training and technical assistance to state and local public health personnel and to national voluntary agency personnel on use of mass communications tools and social marketing strategies; collaborating with national and regional minority organizations to provide their constituent CBOs with technical assistance in implementing and evaluating HIV prevention programs (in conjunction with CCDPHP and CPS); supporting national organizations related to business, labor, AIDS/HIV, education, religion and professions in implementing AIDS/HIV information, education, and prevention activities; sponsoring or co-sponsoring national and regional workshops and conferences to promote information exchange and planning appropriate future strategies; providing scientific, managerial, and technical assistance to WHO, PAHO, other countries, and other international organizations; developing and conducting an international course in applied epidemiology of AIDS/HIV (in conjunction with CID, PHPPO and CPS); and sponsoring or co-sponsoring international workshops and conferences with multilateral/bilateral agencies to exchange information and plan appropriate future strategies. NAIEP FY '91 Extramural HIV Funding Approximately 89% of NAIEP's FY '91 HIV budget will be spent extramurally. The bulk of this spending involves contracts covering the ARTA campaign development and marketing, management of the National AIDS Clearinghouse and management of the National AIDS Hotline. NAIEP's grant-related extramural spending includes a program titled National Partnerships Development Activity. One cooperative agreement program funds a variety of types of national organizations for HIV information, education and prevention programs. The objectives are to influence a variety of key segments of society that HIV prevention is critical to the nation's health and that everyone must be involved in prevention and service. Eleven national organizations are funded under this programfocused on specific population segments such as business leaders, religious leaders, educators, broadcasters, union members, etc. -with total annual funding at approximately $900,000. NAIEP also funds the American Red Cross National HIV/AIDS Education Program, which targets the general public, youth, racial and ethnic minorities, and the workplace. Under this program a number of national education programs and materials have been developed which are accessible through local Red Cross chapters or from the national office. In addition, some subgrants are provided for under the grant for local AIDS education programs involving collaboration between local chapters and other local organizations, particularly racial and ethnic minority organizations. See Appendix C for information on finding out more about these subgrants. The total annual funding for this NAIEP grant is approximately $6,000,000. A new NAIEP grant program, initiated in FY '91, will provide funding of approximately $1,500,000 to museums of science and industry for HIV-education exhibits. PHPPO FY 1991-appropriated AIDS/HIV funding is $8,716,855.
