A Guide to Fiscal Year 1991 Federal Funding for HIV Disease: How Dollars are Spent How to Access Them

CCDPHP's activities related to Goal 3 relate to prevention technology development, including: collaborating with FDA on development of reproductive health guidelines to test barrier devices intended to prevent HIV transmission; and assessing effectiveness of strategies to prevent the adoption of highrisk behaviors by youth. Activities related to Goal 4 conducted by CCDPHP attempt to strengthen local, state, national and international prevention capacities to confront the AIDS/HIV pandemic, including: increasing efforts to provide training for teachers in using comprehensive school health education curricula; collaborating with national organizations and state and local education agencies to develop guidelines for school-based programs; providing technical assistance to family planning and women's health clinics to prevent HIV infection among women of reproductive age; collaboration with national and regional minority organizations to provide their constituent CBOs with technical assistance in implementing and evaluating HIV prevention programs (in conjunction with CPS and NAIEP); strengthening the capacity of national organizations to improve HIV prevention programs and interventions for school- and college-aged youth, including out-of-school and minority youth, through their respective constituencies; sponsoring or co-sponsoring national and regional workshops and conferences to foster information exchange and planning appropriate future strategies; providing technical support to USAID for HIV projects (in conjunction with IHPO, CID, and CPS); collaborating with WHO through assignment of CDC personnel to international activities to prevent HIV infection (in conjunction with IHPO and CID); provide scientific, managerial, and technical assistance to WHO, PAHO, other countries, and other international organizations; and sponsoring or co-sponsoring international workshops and conferences with multilateral/bilateral agencies to exchange information and plan appropriate strategies for future efforts. CCDPHP FY '91 Extramural HIV Funding Approximately 86% of CCDPHP's FY '91 HIV budget will fund extramural programs. A portion of CCDPHP's extramural spending takes the form of block or formula grants to state and local education agencies for HIV education programs. In addition, funding may be related to: development and implementation of effective HIV-education pro grams; organizations and/or agencies which are able to reach segments of America's youth, such as minority or out-of-school youth; behavioral research for national education-related organizations working with teachers, administrators, or others performing HIV-prevention education; equipping national, regional or local youth-serving agencies and organizations to provide HIV education. The majority of CCDPHP's FY '91 HIV extramural funding has already been committed. However, there is a possibility of a contract being issued related to a survey of adolescent behavior and another project related to adolescents and AIDS. FY 1992 funding begins in the fall. Rather, it is the cost center in the budget representing the major portion of administration for HIV programs within the CDC. The appropriated budget for FY 1991 AIDS/HIV Program Services is $42,971,000. None of the Program Services FY '91 budget will be spent extramurally. National AIDS Information and Education Program The National AIDS Information and Education Program (NAIEP) conducts and participates in the following programs related to CDC's overall HIV operational goals. The NAIEP FY 1991 appropriated AIDS/HIV funding is $30,877,886. NAIEP activities focus on three of CDC's four AIDS/HIV goals. Activities related to Goal 2 center around prevention program design, support and evaluation, including: conducting America Responds to AIDS (ARTA) program of public service announcements, brochures, posters; overseeing the National AIDS Hotlines and National AIDS Clearinghouse; conducting formative and efficacy testing of communication materials to determine their theoretic and actual impact on knowledge, attitudes, beliefs and behaviors; and assessing effectiveness of paid advertising to influence hard-to-reach populations who may be at risk for HIV infection. 52 Reproduction By Permission Only ~1991 ASAP 52 Reproduction By Permission Only ~1991 ASAP
