A Guide to Fiscal Year 1991 Federal Funding for HIV Disease: How Dollars are Spent How to Access Them

Total federal funding for AIDS/HIV has increased in 10 years from $200,000 in FY 1981, to $8,000,000 in FY 1982, to $3,721,000 in FY 1991. Table 3.A tracks total AIDS/HIV funding since 1982 by department and agency. Table 3.B shows federal AIDS/HIV funding in FYs 1990, 1991 and proposed for FY 1992 by function within department and agency. Information on Cabinet-level department AIDS/HIV FY 1991 appropriations in this section is presented by funding amount. The first department listed, the Department of Health and Human Services (DHHS), oversees the largest AIDS/HIV departmental appropriation. The Department of Veterans Affairs (VA), which oversees the second largest AIDS/HIV allocation, is listed second, and so on. Because DHHS manages the bulk of AIDS/HIV monies, space is devoted to explaining each administrative area's role in terms of funding and program. Figures are included for each DHHS administrative area showing internal structure and AIDS/HIV FY '91 amounts appropriated for various management areas. Again, these areas are presented in order of AIDS/HIV budget amounts. In addition, general descriptions explain extramural AIDS/HIV funding in each department.
