A Guide to Fiscal Year 1991 Federal Funding for HIV Disease: How Dollars are Spent How to Access Them

The following section of the guide identifies specifically where FY '91 dollars are appropriated for HIV Disease. The text explains amounts spent on specific programs, intramurally and extramurally, to the extent possible with information available from each agency, department, or office. In general, anyone seeking funds must look to DHHS, the agency with virtually all AIDS/HIV monies. USAID is the only other agency which has significant extramural funds, but those are targeted to organizations working outside the United States. Within the Department of Health and Human Services NIH, CDC, HRSA, ADAMHA, HCFA, and SSA oversee the majority of funds. Because HCFA (Medicaid/Medicare) and SSA represent entitlement programs, however, those seeking funding for research, community-based care facilities, or prevention education programs should look to NIH, CDC, HRSA, ADAMHA, or other DHHS offices, either directly or through block grant programs. Virtually all DHHS agencies fund AIDS/HIV research to some degree. Those with extramural money available include NIH, CDC, ADAMHA, and AHCPR. Support for local care-giving facilities will find the greatest potential for extramural funds through certain CDC centers, institutes or offices (CIOs) and HRSA. Those involved in prevention education programs should look to CDC, ADAMHA, OASH and IHS for ideas, and resources, and to CDC, ADAMHA, and OASH for some extramural assistance. Ethnic/racial minority AIDS/HIV program funding is a priority in all departments and agencies; most extramural funds are available through CDC, ADAMHA, and OASH. Support for programs targeting IV-drug users are generally found in ADAMHA and CDC. Pediatric programs can be found in NIH, CDC, or HRSA. And those targeting adolescents and teens follow the same pattern. Projects concerned with women and AIDS/HIV can be found within NIH, HRSA, CDC, ADAMHA, and OASH, but most often do not segment women out as a separate target population. Programs for and concerning health-care professionals are generally managed by HRSA, CDC, NIH, and AHCPR. Although each agency and department within DHHS (and undoubtedly the entire Federal Government) are similar in many ways, they have their own particular character. So, a glance at overall trends of funding and priorities must be followed up with a look at each specific department, agency and office. This guide, while it provides many specifics, is a beginning point. It is based on information readily available at the time it was compiled. Personnel and programs within any government agency are somewhat fluid, making it difficult to pin down every project and program goal. And while the Federal Government has appropriated funds for AIDS/HIV on many fronts, these are limited and cannot cover every aspect of the issue.
