America Living With AIDS

CONCLUSION ver the past two years the National Commission on AIDS has called for federal leadership in the HIV epidemic and for the creation of partnerships at all levels of government and in the private sector. We have also emphasized the need to develop and assure access to a system of health care for all people with HIV disease. The fundamental right of all people with HIV disease to be protected against discrimination has guided all of our work. We have conducted numerous hearings and site visits, heard from nearly one thousand people across the country, and have issued a series of interim reports designed to focus on topics that we thought were particularly important and urgent to bring to the attention of the President and Congress. This report is intended to underscore the importance of all of these efforts, as well as linking HIV prevention, care, treatment, and research, and improving the coordination of all of the mechanisms designed to pay for these programs. In the coming year, the National Commission on AIDS will continue to bring urgent matters to the attention of the President and the Congress; to monitor the adoption and implementation of the recommendations contained in this report; to seek to build a broad public understanding on the magnitude, scope, and urgency of the HIV epidemic; to provide and inspire leadership at all levels of both public and private sectors; and to advocate for effective, cooperative, and nondiscriminatory systems and resources required for the prevention, comprehensive care and treatment, and research necessary to halt the epidemic. There is still much to do. The National Commission on AIDS calls on all of our nation's leaders to enter into partnership with us to work with the individuals and communities throughout the United States who have for too long felt forgotten or abandoned by their government. 125
