THE STORY OF THE PEOPLE. Io0 built, and not a mere jerry-built affair hastily run up and smeared over with cheap Western varnish. To grow up, the Balkan people must pass through certain stages of development and do it for themselves. It is of no use to hurry on events. You cannot change a tadpole into a frog by snipping off its tail. The present difficulties are no mere struggle of Ottoman against Christian. They are the continuation of the struggles of pre-Turkish days for supremacy in the Balkans. When the Balkan people as a whole wish the Turk to go, go he will, and must. He survives only so long as he is useful to any one of them by preventing the others from expanding, and he knows it.
