Claude Pepper introduced a 65c minimum wage bill in the senate Monday.'~A similar bill was introduced ~Friday. by Sen. Aiken. ' The difference in the two: bills is that. Aiken, Tobey, Ives, Cooper bill requests only that. the Fair Labor Standards act of 1936 be amended~so as to éstablish a minimum wage -of 65 cents an hour with no reference as_ to time limit. The Pepper, Wagner. Thomas; Murray; Chavez, Green, ' Manguson, Myers, Taylor, Langer, Morse bill: recommends that the wage.standards of the Fair Labor Standards act be raised to a minimum. wage of not. less than 65 cents an hour for the first year from ~the~ effective date of the act. To not léss than 70 cents during the second year from such, act; to.75 cents after the expiratons of two years from such date. In case of employes in Puerto Ricd.and the Virgin islands, the bill i states that they should be paid not in excess of the applicable rate mentioned above and not less than the rate prescribed in the applicable order of the ad ministrator issued under Section 8: ~ Th Caw If this ~bill should become law: it is necessary that. the - wage earner be familiar with it and urge ~the enforcement of it. The Fair Labor ~Standards which in- ' cludes a 40 cents minimum wate law.is not being enforced at present. ae es haan be According to a report issued y: oh ~last year by the bureau of. cen sus, the median wage or salary income. of Negro males between the ages of 25 and 29 who had no education was $316 per year, those ~completing only seven or eight years of grade school had a minimum annual income of $522, those with a high school education received a median of $689, and those completing college had a median of $882 per year. According to these figures only the college graduates received- an average hourly incomé of two cents more than the minimum wage of 40 cents. For the average work year, those who had less than a college education were employed at the rate of 15 cents and 33 cents per hour. The United Negro and Allied Veterans of America in their con- | vention held in New York about two weeks ago, stated that Negro veterans of the South are now being offered jobs as mill and agricultural workers~ at a scale ranging from $7 to $12 per week and refused veterans unemployment benefits if they did not accept such wages. For average 40-hour week, this wage scale would range from 17.5 cents to 30 cents an hour which is far below the present 40 cents an hour minimum wage law. A. Philip Randolph in his tes timony before the senate - labor and public welfare subcommittee Wednesday,pointed out that according to a recent survey while veterans of Birmingham were receiving wages 30 per cent above that of Negro veterans, as compared with.a 78 per cent boost above the Negro veteran in Jackson, Miss. This income differential, he said, was due directly or indirectly to discrimnation. Brenk man, white foreman on a farm located in the prosperous farming area of Bethal, Transvaal, ~whipped four black laborers, struck them with his fist, kicked them and set his dog on them, Two were made to strip before being lashed, after which they wre chained together. D. Bradfield, Stone mountain white man, and T. C. Garrett, Atlanta, white, had been asked by an unidentified Negro man to move up to a vacant seat in order that he might sit in the seat they occupied (in accordance with jim crow trolley regulations). The Negro man was said to have gone to the conductor of the car and asked his assistance in sejeuring the seat, but got no aid. Thereupor~ the man is said to have gone back to the vacant seat in front of the two white men and sat down. Another man sat down with him. Garrett reportedly got up from his seat and snatched up the unidentified Negro complainant, a scuffle ensued. The other white man, who was later arrested for ~drunkeness and disorderly, then whipped a pistol from a shoulder holster and waved it to and fro in the direction of Negroes in the rear of the car. The commuters pleaded not to shoot, but, not to be outdone, the man fired once and shot Mrs, Pyron through the left side of the stomach. All the other passengers and piled out of the car.
