After the decision of the United | States District Court of Appeals, I called for a special session of the Georgia General assembly or the preservation of the Dem/ocratic white primary. f ~All Georgia needs to go is exactly the same thing South Carolina has done. Why should Negroes butt in and tell. the white: people who should be elected? The white people will not vote in a. bloc in a whité primary, That-is what a white primary is for: it is to select the candidate for wnom ithe white people will vote in | the general election. If the Ne' groes want a primary to see who ~they will vote for, why don~t |they hold a separate Negro pri| mary? ~Using the 1940 census as ~the basis for the computations, we find that in 47 countizs of Georgia the Negroes represent 50 | ber cent and over of the papulation. In 92 counties the Negroés comprise 35 per cent or more of the population, In 114 cuunties the Negroes comprise 25 per cent or more of the popj ulation. What will happen in the 47 -counties where the Negroes have a majority if -the white Democratic primary -is net resitcred and preserved? I will tell you what will happen; these. Negroes in these countics will elect your judBes, congressmen, sheriff, your tax colectors, your ordinary, your clerk of superior court, your. tax receiver, your county commissioners, your county treasurer, your county school superintendent, your mayor and your council, ~Of course, when these Negroes have demonstrated that they vote in a ratio of 956 to nothing for their favorite candidate for office, it would be asin-! ine to think these Negroes in the 47 ccunties of Georgia will look up white people to support. On the contrary, the.
