SWAINSON, Governor of Michigan LANSING~A recent tour of a Michigan state nial: aad iste! ing school for the mentally retarded and a state hospital for the mentally ill was a vivid reminder. that the holiday ~ is not, always a, joyous one. e & A group of newsmen joined me in a day-long inapectin of facilities at Lapeer State Home and Training Séhool and Pontiac State Hospital: that pointed up the problems of over-crowded con-: ditions and lack of personell facing all our pei aie: mental: health institutions ~We saw, for instance, one of the buildings: at anes where~ two attendants: supervise some 70 severely retarded. patients. Fa-: cilities for these patients include one bathtub and one toilet, At night three persons supervise six dormitories that sleep 265. patients. ~ ~ More than 3,600 patients are wabed for at BAECE awith more than 1,000. on the waiting | list~ ~Probably one of the most significant facts. that becomes apparent when visiting any of our hospitals for the mentally ill or the retarded is that.many of. the patients represent a generation of neglect. ~ As in all illnesses, early detection and treatment can mean the difference between many years of hospitalization, or the chance for a constructive, productive life in the community, _T have emphasized the need tor community care facilities for the mentally and-emotionally disturbed and the mentally retarded, and I will continue to ask the Legislature for funds so that action can be taken on this front. In addition, the Legislature can no longer continue to ignore the fact that our hospitals for the mentally ill are 18% above capacity and facilities for the mentally retarded are 16% over capacity~that more than 1,400 mentally retarded patients: _" more than 800 mentally ill patients.are waiting for care, is E: We mist provide attendants for some 90. wards in our state hospitals that are unattended at least during one shift change. We miist also see that the 500: children now housed with adult patients in, gur mentally ill hospitals have suitable quarters, plus essential ~specialized treatinent. they are not receiving. Who 3 ae as we approach the new year, it is my ~profoun ~hope that Michigan wiil meet its responsibilities in providing for the- mental health needs of our citizens..We cannot afford to do otherwise.
