A general tightening up of admission requirements at Wayne State University~s Law was announced today by Arthur Neef, University vice: president and dean of the Law School in Sept. 1958... ~~ ~~Applicants with a bidicktae~s degree.fromi an accredited: college now need an honor int average at least two-tenths? of point above the minimum required for the degree. In the past students were admitted to the Law Schoo} as long as they had a degrte from an ac ' credited college. There was no specified honor point requirement. appiicants desiring entrance after three years of college now need an honor point average of et least four-tenths of a point above the minimum required for the degree. Birenbaum as an assistant vice president of Wayne State University was recently approved by the University~s Board of Governors. Dr. Birenbaum, presently dean of students and director of promotion and development at University College, University of Chicago, will assume his new position in| July. Dr. Birenbaum will be assistant to Dr. Lloyd Allen Cook, University vice president for graduate studies and dean of the graduate school. Returning over the road I had come, I bore the burden I had sought, Humility, Gratitude~for Life; Peace-of-Mind. a ~_Russ Moore From time to time Nightbeat will deviate from its usual. format and take issue with certain problems which confront our communities... This week I shall Slectisé the problem~ of Juvenile Delinquency... it is a problem for.all- people both white and colored. It represents a cancer among the community.:. Excess energies allowed to run rampant! If this energy could be channeled in the right direction it would be a step forward. I propose that a - city-wide network of boys~ clubs be e established.. The clubs to be financed by yearly -solicitation from the public and the many ~business men in and about ~the Detroit area. This-drive could be similar to the drive }| undertaken each year in behalf of the ~Old Newsboy Kund.~ A canvass should then be made of all police officers ~ in an effort to acquire volunteer personnel who qualify as instructors. Then acity-wide solicitation should~ be made to secure the services of additional instructor personnel. The above suggestion is based upon the accomplishments of the Police Athletic League~ of New York. Upon its establishment, a board. of directors could be. Lappointed. consisting of members of the Detroit Police Dept. Youth Bureau and representatives from the Juv-nile veut of the City of Detroit. The purpose of this board of directors wold be to | direct the varied activities of the club, but first and fore-: }| most let us suppose that a juvenile was brought before the Police Dept. Youth. Bureau or the Juvenile Courts, for the -|commission of a misdemeanor or some other. overt act. Instead, if his past record justifies such aciion, he could be placed on probation with the stipulation that he report regularly to the Boys~ Club nearest his home. If at anytime he fails to do so or if an adverse report is made as to his demeanor while in attendance; he could be réturned to the jurisdiction of the courts and remanded to the custody of the' Juvenile Detention Home or such other place of incanceration as determined by ~the courts.. Further, yearly city-wide. tournaments could be held; | and perhaps called ~the Tournament of Champions,~ in each - }| field of activity carried on by each club. I firmly believe in what Horace Heidt ~uséd to say: ~Bet | ter to Build Boys, than to Mend Men.~ This is in no way intended to be a cure-all. And there are many problems which must be worked out, but it would be 4 start. To some it may seem like a massive, undertaking. Well, it is, but ask yourself, is my child worth it? Some parents will object to their children becoming.a part of such an organization for many and varied reasons. | To them I say, ~you can give your children character, but can you give them the Strength of character built upon selfachievement?~ I wisn to thank Sadie for inspiring this article.
