see ereenempenerene lo rah Saturday, May 29, phe THE BRONZE REPORTER Page Three -~ These Are The Maier Ch anges In New Unemployment Pay Law The Michigan Legislature made many important changes in the state~s unemployment compensa_tion law ~ some for the better,. Some for the worse. The improve ments are not adequate. Governor Williams and President Eisenhower had recommended that the law be improved to pfovide the great majority of workers benefits equal to at least half their-weekly wages. The CIO advocated legislation to provide workers. a maximum of 65% of the average weekly wage for a single worker and 85% for a worker with four children. The Democratic members of the legislature supported and voted for. the Eisenhower-Williams program. whenever they could. The Republicans split. No Republican voted for the EisenhowerWilliams program. But several Republicans split with the dino ~saur element of the GOP that ad vocated millians of dollars in tax eredits for industry, but not a ~penny of increased benefits for workers. This element,wanted to put hookers into the law which; ~would have disqualified many un employed workers from even the]. meager benefits of the old law. A combination of factors made for some improvements in the bill as finally passed: 1 ~ Growing unemployment. made politicians from industrial areas aware that they must do something, 2 ~ Labor did one of its best jobs of political education. The co-ordination of efforts of the Mihcigan CIO- Council, UAW, Steelworkers and other internationals was the best ever in spearheading special publications, rallies, television and _ radio programs,, newspaper ~ads, resolutions before city councils and supervisors, and meetings with specific legislators in their home towns. Great credit is due all internationals, local. unions, and county councils for their outstanding ~co-. operation in this program. 3 ~ Governor Williams and the Democratic members of the legislature demonstrated integrity and imagination. Governor. Williams was particularly effective both in his special message to the legisla-, ture and when he later suggested a constitutional amendment for an unemployment _compensation law to carry out president Eisenhower~s and his own recommendations. Democratic minority: ~leader Ed ~Carey is entitled to special praise for his work in the house of representatives. | 4 -~ Some Republicans gave leadership for improvements ~ even though ~none publicly came out for Eisenhower~s program. On the senate side, Republican senator Hittle refused to be blackjacked by the ultra-conservative Republicans. On the house side, the Young Turks effectively opposed the General Motors leader ship. In the final conference com-| mittee, Republican representatives Reid Orr and Harry Phillips fought for some improvements. 5 ~ Big mdustry, in exchange for tax changes for their benefit reluctantly went along with some improvements. *i* * Unemployed workers should do three things: 1~File a claim, giving all the facts. 2~Check with their local wnfon for advice. 8~Vote for candidates who support adequate compensation ldws, and against those who oppose adequate laws. Three things should be borne jn mind in reading this analysis of the new law. The first is that mo one knows yet just what certain of its parte mean. There will undoubtedly be some. sections tested in the courts. The ~second is that this material cannot answer specific. questions about specific claims. intended only to give a general analysis of the new law. The third is that this act will be effective only when and if signed by the governor. At the time of this writing, official copies of the enrolled act have not been print: ed, so nojaction has been taken by the governor.
