PHILIP TAYLOR Chairman Latin American Studies University of Michigan INTRODUCTION. | The international relations of the countries of Latin America are of great importance for the United States, but the import Latin to the cause the countries of America do not present mediately pressing as. those of Korea; China, France or Germany we tend to ignore them, Such indifference may, however, eventually have most unfortunate consequence if the attitude is long maintained. REASONS FOR RELATIVE: CALM AT PRESENT IN THEIR INTERNATIONAL RELATIONS The twenty republics of Latin Almerica are fortunately~ located with respect to the Cold War. from ~~ the areas of conflict along the Iron Curtain. ~Because they are in the Western Hemisphere they may be said to lie in the American sphere 1508 S. This location ~means that the Latin American countries. do not need to concern themselves greatly about defending themselves against foreign invaders. They do not maintain large, expensive armies against navies or air forces. Instead they largely. rely on the strength of the United States to protect them against attack by outside powers. North America should not - be greatly surprised by this, since all thru the nineteenth century and well into the present one we relied on the British fleet and the French army to shield us against attack or aggression by dictators governing countries, located in. Cen tral or Eastern Europe. In acting as isolationists as they~ often do, Latin American countries are following the pattern ces by Washington, John Adams, and Jefferson for our young republic. They see) no point in exhausting their strength by trying to play a major part in the struggle of the world~s great powers. The origins of this theory that. Latin American countries can rely on the: United States to protect them~ against European aggression go-back to the adoption of the Monroe Doctrine in 18283. In that year there were reports that the conservative continental rulers, the so-called Holy Alliance sovereigns of Russia, Austrtfa, Prussia and France, were about to interview. in Latin: America, to help Spain) regain) control of her former~ colonies which had taken advantage of the confusion created..by the Napoleonic wars to! proclaim their. independence. One of these proclaimed that the continents of the Western Hemisphere were no longer to be ~~considered as subject for future colonization by any European powers.~ This. indicated that American strength was pledged for the purpose of preventing any attempts by European powers to destroy the independenec2 of the newly established republics of Latin America. At the time of the original proclamation of the Monroe Doctrine, America~s military strength ~ was aetually not very great and the) real guarantee of Latin American: independence came more from London and the British fleet than from Washington. In later years of the 19th Century, the United States became the real, as well as the theoretical protector) of the Latin American republics | and other parts of the Western Hemisphere. Real. power, as expressed by the United States, brings with it great responsibilities, whose fulfillment does not always make a powerful nation a-|popular one. Uncle Sam, the) protector of the Western Hemisphere, soon felt called upon to be its) policemen as well. European nations which had loaned money to| Latin American governments demanded that the United States act asa collection agency [if we would not permit them to use | their armed forces for this purpose. American private business. interests also requested similar help from their government.
