Detective Clair Sobie, when called before the Commission for a ~rec-~ cimmendation stated that he had no recommendation to make, but would leave all matter up to the Commission. He further statea that this complaint was made against, the Golden Leaf Club by another Club, the Fraternal, which, he said, was on the North. end of the city. That they were. jealour of the Golden Leaf Club) being open between the hours of /5 and 7 a. m. of said date, since they couli not stay open, and did not know how to stay open. ft may be that the Fraternal Club had registered this complaint (Dr. J. L. Leach~s Club) because they wanted the Golden Leaf Club assert privileges that they were unto close wp,~ and that should not able to attain. That, so far as the police were concerned, they had no, further interest in the matter except to comply with the ~squawk~~ ments seeking. to challenge merits of the Golden Leaf Club be penalized to the tune of $50.00. The recommendation was discarded by the Honorable John W. Minor, Chairman, ~~ Commissioner, James Cj. Dotsch, and Commissioner Phillip J. Neudeck, on the grounds that it was unreasonable and excessive. However, the chairman said that it was the duty, of the club to ~remain: closed until regular hours as are prescribed~ by the Commission and that a smali penalty would be assested as a Treminder. It is evident that Commissioner Orin B.
