Robert Holbrooke 1978-1994 [series]
Robert S. Holbrook served as associate vice president from 1981 to 1993, when his title was changed to associate provost. His appointment in the provost's office ended in 1997 and he returned to teaching in the Department of Economics. He attained emeritus status in 2000. He originally joined the faculty in 1965, was promoted to professor in 1975 and served as an associate dean in the College of Literature, Science and the Arts from 1978 to 1981. His records (156 lin. ft.) date from 1979 to 1997, and consist of a number of series, many of which are recurring: Topical Files, Chronological Files, Schools, Colleges and Units Files (both Budget and Nonbudget), Personal Files, Strategic Planning Files, Value Centered Management, and Office of Budget and Planning--Glenna Schweitzer.
As the topics and the dates for each series tend to overlap, the researcher is advised to search more than one series on a given topic. Also, because Holbrook and Mary Ann Swain have, at times, exchanged areas of responsibility, the researcher should review the records of both staff members on a given topic. At the end of his career, Holbrook's duties were undertaken by Paul Courant and Marilyn Knepp, and so Holbrook's series are continued in their records.
Holbrook's responsibilities were broad; ranging from advising units on annual budget requests and program changes, to coordinating special projects like energy conservation. Toward the end of his tenure, Holbrook pushed the university to adopt a new budgeting model, called Value Centered Management (VCM, also called Responsibility Center Management or RCM). Implemented in 1996, the model was an activity-based budgeting system based on the idea that the costs and benefits of various activities could be most clearly seen where the activities are undertaken--in the schools, colleges and research units. Revenue followed revenue-generating activity and units that engaged in revenue-generating activity were given the fruits of their labor.
The model, as implemented, was criticized by many as being too inflexible and as discouraging collaboration between units. When Nancy Cantor became provost in 1997, she renamed the model the University Budget Model (UBM), and muted its automatic, non-deliberative aspects in favor of more flexibility. Cantor also instituted a multi-year budget planning process. The budget files for 1997-1998 reflect this emphasis on multi-year planning, and also include work of Paul Courant and Marilyn Knepp, as Holbrook transferred his responsibilities to them.
Schools Colleges and Units Budget Files comprise the substantial part of Holbrook's records. Within each yearly flight of records, the budget files for large schools and units are divided into the following categories: Budget, Budget Commitments, Budget Request and, for schools, Enrollment. For smaller units this same information was often combined in one folder. The "Budget" files typically contain records pertaining to disbursements and oversight of the granted budget. The "Budget Commitments" files contain copies the provost's promises of funds for specific items in that fiscal year's budget. The "Budget Request" file contains the unit's proposed budget, Enrollment and Degree Tables (pink), Faculty and Staff Data Tables (white) and Financial Activity Tables (yellow). The "Enrollment" file contain the school's plans and estimates for the next year's enrollment, a figure that was key to determining the total income from tuition and to allocating money to the unit under a value centered management budgeting model.
Holbrook exercised direct supervision of the Office of Financial Aid, and therefore, the budget files for this unit are far richer and more complete than for other units. Important topics for financial aid in the period after 1994 include the merger of the Office of Financial Aid, Undergraduate Admissions and the Registrar, Federal lobbying efforts, and analysis the Indian Tuition Waiver Program.
Within Holbrook's Topical Files there is a substantial amount of material related to the Midwest Universities' Consortium for International Activity (MUCIA). The university joined MUCIA in 1992 and between 1992 and 1997, Holbrook served on its board of directors. His files contain a fairly complete run of agendas and minutes of board of directors' and management committee of board of directors' meetings, audits, reports and correspondence.
The series of Personal Files principally relate to his former teaching activities in the Department of Economics. The Correspondence series includes incoming and outgoing correspondence related to University matters.
