James D Woolfe Swansey Decr: 22 1794 Sir Inclosed you have the Boston newspaper of the 13 Instant may or may not be Sum government to you in yr. appeal to England from the Vice Admiralty Cort in the W. Indias - but I think you have pursued all the regular Steps as is necessary to yr. obtaning Satisfaction in England, if not this paper will guide you right - this is prenceply to advise you to Send your Ship amedetly upon the Corst, as the act of Congres alows the trade to George & the Suthern States for Slaves, thear you Can go with a Cargo of Slaves without Braken the act - and you Can make youse of an agent at George, and thear you Can Send a Deens Bottom and and make a Sham Sale and Carry your Slaves to the Havana - with much less Expense than you posibly Can by fitten from the W. Indias and gain much time if thear is peace in the Spring the guinea trade will not be worth much, you may Depend this will Evead the Congress Law, you gitten the act & peruse it youl find it So - I am Confident thear is Sum going on this plan this is my atvise you Can take or leave as you pleas, but it must be kept a Profound Seckret yr. Concerning the slave trade route between southern states and Havana; "the act of Congress [the Slave Trade Act of 1794] alows the trade to George & the Southern States for Slaves, thear you can go with a cargo of Slaves without Braken the Act--and you can ... make a Sham Sale and Carry your slaves to the Havana--with much less expense then you posibly can ... from the W. Indies." Fears that peace will make the "guinea trade" less lucrative.
